Netherlands publishes draft pay-reporting calculation rules and template

The Dutch Ministry has opened consultation on the ministerial regulation that operationalises employer pay-gap reporting. The draft sets annual and hourly calculation methods, separates own employees from supplied workers, and includes an official reporting template/data specification. The template states that the monitoring body would publish the main reporting components while category-level results remain non-public. The consultation runs to 11 September 2026 and the regulation is not yet in force.

What changed

The Dutch Ministry published a draft ministerial regulation and reporting template that specify how pay-gap reporting would be calculated and filed. The draft introduces annual and hourly calculations, separate treatment of own and supplied workers, detailed payroll/data inputs and a public/non-public reporting split. Consultation is open until 11 September 2026.

What it means for employers

Covered employers can start mapping the payroll, working-hours, sex, worker-category and agency-worker data the proposed model would require. These are draft rules, not yet in force, and the final calculation and filing requirements may still change.
