Czech draft delays agency-worker reporting until 2031
The revised Czech bill excludes temporarily assigned agency workers from employer-size and pay-gap reporting calculations through 2030. The review also identifies exact proposed work-group filing dates and a transitional timetable that still needs reconciliation.
What changed
The tracker previously described agency workers as included in the proposed user-employer reporting population without the transition. Article XXV(4) excludes them through 31 December 2030, with first inclusion in 2031 using 2030 data. Employer work-group reporting is proposed by 30 April 2028 for 150+ and 30 April 2031 for 100–149. Implementing theses list another 150–249 filing in 2030 and triennial filings thereafter, requiring reconciliation with the bill’s general three-year rule.
What it means for employers
Preserve 2027 data for proposed 2028 information rights and reporting. Build the agency-worker stage separately for 2031, and check final enacted rules and decrees before relying on the transitional filing timetable. The current pay-secrecy prohibition remains live.
