Ireland’s Bill 95 passes Dáil with portal powers intact
Bill 95/2026 completed all Dáil stages on 13 October 2026. The as-passed text preserves the proposed central gender-pay-gap portal powers, but the bill is not enacted or commenced.
What changed
The Oireachtas now records Dáil stages 1–4 as completed and has published the controlling text as passed by Dáil Éireann. Sections 1(2) and 2 continue to leave Part 2 commencement to a Ministerial order and detailed reporting mechanics to regulations. The official record still shows a current bill and no Act.
What it means for employers
Continue Ireland’s existing annual 50+ gender-pay-gap report and public-publication process. Prepare for portal submission, but do not treat it as mandatory until Seanad passage, presidential signature and enactment, a Part 2 commencement order and reporting regulations. Wider Directive (EU) 2023/970 transposition remains separate.
