France files pay-transparency bill in Senate and publishes full draft

France's Government transposition bill is now formally filed as Senate PJL n° 944. The full draft confirms the proposed nationwide architecture and adds concrete worker-information, pay-criteria, accessibility and enforcement mechanics; it remains unadopted.

What changed

France has moved from Official preparation to Published draft. The filed text confirms private pay-information responses capped at two months, annual notice of information rights, accessible pay-setting and pay-progression criteria without an under-50 exemption, accessibility requirements, JPA filing/communication mechanics, and existing French compensation, limitation and costs protections. The exact category-gap/JPA percentage remains for decree: the impact study discusses 5%, but the operative bill does not fix it.

What it means for employers

French employers should continue the current Professional Equality Index while preparing against the filed draft. All employers should review recruitment, pay-criteria and worker-information workflows; 50+ employers should continue data and equal-value-category readiness for the proposed reporting model. The bill is not law yet, and key calculation, threshold and commencement details can still change during Parliament and through decrees.
