Finland publishes official gender-neutral job-evaluation model

Finland's Ministry of Social Affairs and Health has published a voluntary six-factor model to help employers assess the same work and work of equal value. It supports implementation of the Pay Transparency Directive but does not replace existing evaluation systems or change the pending status of HE 129/2026.

What changed

The tracker previously recorded that Finland was developing official Article 4 job-evaluation support tools. STM has now published the model itself: it evaluates job demands through competence; responsibility and impact; interaction; problem-solving and independence; psychosocial load and working conditions; and physical load and working conditions. The model can support equal-value grouping, pay-structure review and pay analyses.

What it means for employers

Finnish employers can use the model as a practical benchmark when reviewing gender-neutral job evaluation and equal-value groupings, especially while preparing for the proposed transparency duties. Use is voluntary: the model is one possible approach alongside existing systems, and HE 129/2026 remains subject to Parliament.
