Romania’s Senate rejects L445 and sends the pay-transparency proposal to the Chamber
Romania’s Senate rejected L445/2026 on 14 October 2026 and transferred the proposal to the Chamber of Deputies. The measure remains an active draft and has not been enacted.
What changed
Joint Senate committees reported substantive amendments on 12 and 14 October, but the plenary then rejected L445 by 27 votes for, 1 against and 62 abstentions. The official dossier records transfer to the Chamber of Deputies. Because the Senate did not adopt the proposal, the committee amendments are legislative history rather than binding or controlling employer obligations.
What it means for employers
Employers should continue baseline preparation but should not implement the Senate committee package as law. The next material step is Chamber registration and its own committee and plenary process; no national commencement date is currently fixed.
