Croatia publishes official gender-neutral job-evaluation methodology
Croatia's Labour Ministry has published a free, non-binding job-evaluation methodology and employer tools to support preparation for Directive 2023/970. It uses four core gender-neutral criteria expanded into 17 subcriteria; Croatia's Labour Act transposition remains in official preparation.
What changed
MROSP's package provides three adaptable models and Excel tools for employers of different organisational complexity. It evaluates jobs using skills, responsibility, effort and working conditions, expands those criteria into 17 subcriteria, uses a five-step evaluation process and groups jobs of similar value into complexity/pay grades; the Ministry expressly states the methodology is illustrative and non-binding. The review also corrects Croatia's formal preparation scope from Pre-existing regime only to Nationwide because MROSP states the forthcoming Labour Act implementation is intended for all public- and private-sector employers. Legal stage remains Official preparation and core Directive-specific obligations remain Not operational.
What it means for employers
Croatian employers can use the methodology now to prepare job descriptions, objective gender-neutral evaluation criteria, comparable-value groupings and pay-grade logic. They should not treat the tool as binding law or infer reporting thresholds, reporting dates or other Directive workflows until the Labour Act amendments are published and adopted.
